- Preheat oven to 350°F (175°C) and line baking sheets with parchment paper.
- Whisk together flour, baking powder, baking soda, and salt in a bowl.
- Cream butter, brown sugar, and granulated sugar until light and fluffy.
- Add egg, egg yolk, vanilla, and cream, mixing until smooth.
- Gradually mix in dry ingredients until a soft dough forms.
- Scoop dough onto baking sheets and flatten slightly.
- Bake 10–12 minutes until edges are lightly golden. Cool completely.
- Sprinkle sugar on each cookie and caramelize using a kitchen torch until crisp.
