- In a large bowl, combine flour and salt for the dough.
- Add oil and mix until crumbly.
- Slowly add warm water, forming a smooth dough.
- Knead for 5–7 minutes and let rest.
- Heat oil in a skillet and sauté onions, garlic, and ginger.
- Add ground meat or lentils and cook until done.
- Stir in spices and fresh cilantro, then cool.
- Divide dough, roll, and cut into semi‑circles.
- Form cones, fill with filling, and seal into triangles.
- Heat frying oil to 350°F and fry sambusas until golden.
- Drain on paper towels and serve hot.
