- Melt butter gently in a small saucepan over low heat.
- Add minced garlic and cook briefly until fragrant, about 30–60 seconds.
- Remove from heat and stir in lemon juice, Dijon mustard, paprika, red pepper flakes, salt, and black pepper.
- Fold in chopped parsley and chives until evenly distributed.
